Shipping Requirements

Firearms Dealer to Dealer Shipping & Transfer Requirements 

Federal law requires that all firearms be shipped in the course of a customary trade shipment (via FedEx Priority Overnight, UPS or US postal service Form 1508) to a licensed firearms dealer or manufacturer. The dealer must: 

  1. Receive from the transferee dealer a completed and signed Firearms Transaction Record (ATF Form 4473) (See 27 CFR § 478.124)
  2. Verify the identity of the transferee dealer through a government issued photo identification (See 27 CFR § 478.124) 
  3. Contact the FBI or the state point of contact to conduct a name based search of federal and state databases including the National Instant Criminal Background Check System (NICS). Once such searches are complete, the FBI or the state contact will notify the dealer as to whether the transfer of firearms may (1) proceed, (2) not proceed or (3) is pending further investigation (See 27 CFR §§ 478.11, 478.102, 478.124). If the dealer has not received a notification within three (3) business days that such sale would violate federal or state law, then the sale may proceed by default (See 18 USC § 922(t)(1))
